Cynthia Cooper is the lead analyst for financial analysis and the Online Payment Agreement application within the Small Business and Self-Employed (SB/SE) Division of the Internal Revenue Service.

She began her IRS career in 1988 as a revenue officer. She has worked in the Collection division in South Carolina and Florida and as an analyst in Maryland and now Florida. Throughout her career, she has held various positions in SB/SE Taxpayer Education and Communication, Communications, Liaison and Disclosure, and Collection Policy.

Born in Sumter, South Carolina, Cynthia earned a bachelor’s degree in Business Administration from South Carolina State University. She and her husband, Daryl, have two children, Donovin and Kristen.
