Charlotte has been with the IRS for over 31 years. She earned her Bachelor of Business Administration degree in Accounting from Middle Tennessee State University and a Master of Arts in Human Resources Management from Pepperdine University.

She has served as the training coordinator for the Employee Plans and Exempt Organizations Division in Atlanta, GA. In addition to writing and editing training materials, she teaches revenue agent training classes, on-the-job training workshops and Continuing Professional Education (CPE) classes. Charlotte served on the Training Advisory Committee and coordinated the first nationwide CPE for all Employee Plans agents in Nashville, TN. Also, she has provided basic and advanced instructor training and taught adult learning skills for new and continuing IRS instructors.

Charlotte currently works in the mandatory review section of Employee Plans Examinations. She issues final revocation and final non-qualification letters as well as notices of deficiency. She also prepares cases for the U.S. Tax Court.
