In January 2010, David Williams was asked to lead the implementation of the Internal Revenue Service’s recommendations on tax return preparer oversight. This landmark effort will serve as a major step toward meeting the strategic goals of increasing taxpayer compliance and ensuring uniform ethical standards for preparers.

Williams serves as the principal advisor and consultant to the Commissioner and Deputy Commissioners on all service-wide matters related to the implementation such as regulatory changes, strategic policy decisions, and impact on organizational processes, and overall goal achievement.

In addition, Williams continues his regular role as Director, Electronic Tax Administration and Refundable Credits, where he leads the effort to redefine the IRS’s approach to electronic interactions with taxpayers and tax practitioners. Williams has also served as the Director of Earned Income and Health Coverage Tax Credits and the Telephone Excise Tax Refund programs.

Williams holds a Master of Public Policy degree from the John. F. Kennedy School of Government at Harvard University, and a Bachelor of Science Degree in Business Administration from Colorado State University.
