Mr. McCarty works with a team of analysts around the country to develop and implement various programs to combat identity theft related to tax administration. These programs include master file identity theft indicators, procedural changes and tax professional and taxpayer outreach. Most recently, Mr. McCarty participated in the Identity Theft Assessment and Action Group. This group reviewed and recommended changes in the identification and treatment of identity theft cases throughout the IRS. For his efforts on this group, he was awarded the Commissioner’s Outstanding Achievement Award

Before reporting to the office of Identity Protection, Mr. McCarty served as an analyst for the Electronic Tax Administration office where he co-directed the IRS Free File program. He was also responsible for the annual IRS Software Developers Conference.

Mr. McCarty joined the IRS in 1988 as an Automated Collections System telephone collections representative in Baltimore, MD. He then worked as an Office Auditor and Bank Secrecy Act/Anti Money Laundering Compliance Officer, where he was recognized by the Federal Executive Board for his work in the development of a statewide outreach and examination program for both Maryland and Delaware. He has also worked as a Revenue Agent and a taxpayer education analyst.

Mr. McCarty earned a Bachelors Degree in Education in 1979 from Frostburg University in Maryland and a certificate in Accounting from the University of Baltimore in 1998.
